The continued transnational integration of logistics as a sector causes and requires the ongoing competence development of all actors involved. EUCOLOG aims at fostering this trend by extending an existing competence learning model for logistics through the development of a competence measuring method as well as an instrument for certification, hereby enabling a broad transfer. The main objective is the furtherance of the SOLOS learning model as well as the broad transfer of this model to new companies and countries.

SOLOS (Solutions for Logistics Skills) is an innovative model for work process-oriented and integrated competence development in logistics companies. Previous experience with the SOLOS model has been very positive but has highlighted that broader implementation requires qualitative and quantitative measurability of learning outcomes. In order to achieve this, the EUCOLOG project intends to develop an effective and user-friendly competence measuring method that makes the outcomes of competence learning visible and thus supports personnel development. Usability is an important criterion for ensuring that the method can be used in the daily business of SMEs. Additionally, a certification instrument for 

visualisation and documentation of competencies for all actors involved is to be developed. This instrument should take the form of a Competence Pass Logistics – based on the idea of the Europass. Questions of sustainable usability of such a certificate will also be tackled in the project, for example the possibility of a transnational awarding body.

Parallel to the development tasks of the project, transfer activities will take place in order to achieve broad implementation of the SOLOS model. SOLOS will be implemented in different companies and countries, thanks to the partner organisations from Germany, Austria, France and Spain who have broad national and international networks at their disposal. The SOLOS learning model will be introduced to and tested in new companies, at the same time, new project developments (competence measuring method and certification instrument) will be piloted.

Furthermore, the EUCOLOG project aims at developing an increased coordination of European approaches in the area of logistics qualification. This includes the initiation of a sector dialogue which will be facilitated by the establishment of a European Logistics Forum. At the same time, the project will set up a European project cluster in order to better integrate existing projects and initiatives in the area of logistics qualification.In order to ensure a possibly broad impact of these activities, a partnership of Europe-wide enterprises, education providers and trade unions was established.

Project Description

 

The EURO TRANS LOG project concerns the logistics sector linked to transport (supply and distribution). All transport modes are included: road, inland waterway, sea, air, rail and multimodal. The logistics activity attached to transport aims to optimise the movement of goods through the use of appropriate means and techniques.

 

Activities linked to transport exist in all European countries. The interconnection of  European economies, national or regional specialisations, the improvement of traffic routes in the wider sense, the introduction of new technologies, and the search for greater efficiency have all been integrated, through professional practice, into contingencies and challenges which are similar throughout Europe.

 

However, existing qualifications are poorly matched and current vocational courses are based on old training models. This point is illustrated in France by the case of the BTS Transport, a diploma created some twenty years ago and not revised since, for which the Vocational Consultative Committees have ordered a complete overhaul. The Committees base their demand on a study undertaken at the request of the national education administration by the consultants CG Conseil, and which at the end of 2005 indicated that the need for competencies had evolved in a sector which has become more professional since 2000. The Franco-German secretariat which supports joint activities between France and Germany in the educational and professional training sector, decided in July 2007 to register transport and logistics as a priority industrial sector. In United Kingdom and Spain the range of competencies to be developed in this sector is also currently under consideration.

 

Without listing the needs of each European country, the obvious convergence of interests shows that an opportunity has arisen which should be seized. Within the context of an ongoing professional dialogue between the various stakeholders in the transport and logistics sector, the EURO TRANS LOG project is able to provide the basis of a common European qualifications platform. This result can immediately give rise to an increase in professional efficiency for the various players whose work is based on common principles and professional methods.

 

Some ten partners would have to be mobilised targeting the objectives of the EURO TRANS LOG project. They could represent about 8 countries and involve players with complimentary competencies: employers’ federations, transport firms, education departments, organisations setting up frameworks for qualifications and vocational training and training providers. The diversity of the partners will provide different viewpoints which will enable the team to react to a variety of constraints.

 

The EURO TRANS LOG project fits in totally with priority 3 relating to multilateral projects for the transfer and development of innovation (“Priority 3 : transparency and recognition of competencies and qualifications”). It will:

 

-         describe the stages of qualification in relation to learning acquisition;

-         provide corresponding links between the EQF and particularly Level V of the EQF corresponding to the qualification concerned and the existing national qualifications;

-         organise qualification according the the principles of the ECVET;

-         allow for the creation of modularised training programmes which favour a variety of learning pathways within the framework of lifelong learning.

 

Beyond these objectives, the EURO TRANS LOG project also aims to develop the mobility of European professionals, whatever their country, thanks to an identifiable recognised profession.  This is a major goal concerning the clarification of both employers’ needs and training objectives. It will also favour learner mobility, which is an indicator of later mobility and professional efficiency in a multicultural environment.

 

On an operational level, the project will deliver the following results:

 

-         publication of a common professional profile;

-         creation of a common European qualifications listing corresponding to Level V of the EQF;

-         creation of common training modules allowing for the application of the ECVET;

-         definition of the framework and the operating principles of a network of training providers and companies which favour the mobility of learners within the context of their training;

-         availability in real time of the results of the project as work proceeds through a dedicated web site.

 

 

The effective application over time of the deliverables obtained is a major goal of the project. AFT-IFTIM,  as its promoter, situates the project within the wider and longer-lasting operating perspective of a future training network, set up in the last phase of the EURO TRANS LOG project.

 

A number of targets within a wider audience will benefit from the results of the EURO TRANS LOG project:

 

-         candidates for training, both vocational and continuing, within the transport and logistics sector, at Level V of the EQF;

-         candidates for work experience validation;

-         employers and more widely all recruitors and recruitment advisors;

-         national qualification organisations and well as authorities delivering qualifications;

-         training providers, vocational training advisors including those in charge of work experience validation.
